The. folders are links to all the contents of the game's compressed folder. The X and C in this case are for Xbox One and PlayStation 4 respectively, but this is not a hard limit and they are common, so you shouldn't have to worry about it.
On Steam, the files are zipped into a.zip file and then extracted into a folder that has a.zip extension.
Also on Steam, the contents of this folder are then added to the main folder of the game's directory, regardless of the platform it's been downloaded on. If you want to access the file on your computer, you would navigate to the game's root folder and you'd find it in there, for instance.
However, each.zip folder contains two files: a.zip file and a.7z file. (example folder If you open up the.zip file, you'd see that it contains the.epub,.psd,.xml,.html, and.odt files.
The.7z file is just the encrypted contents of the.zip file, which is why it can be accessed as a.zip file.
The reason you see some empty folders is because of this.zip encryption process. Each time you extract.7z files, you must give it the right password (any password will work), and each time the zip contains a.7z file. You can see that for yourself by opening up a.zip file on the web, clicking on "Extract", and then enter a password. It should extract everything inside the.zip file.
Alternatively, you can open up the zip file in a zip program like 7zip, and just select the.7z file in there, which will extract everything.
